Abstract :This study analyzes the political thought of Xun Zi, a Chinese Confucian philosopher who lived during the Warring States period (475–221BC). Ideas on Xun Zi’s propriety, righteous and military government are clarified. Three conclusions are suggested as the main findings of this current study. First, the political propriety—meaning the precepts and behaviors that sovereigns should follow—that Confucius inherited from the Zhou dynasty was adhered to exactly as it was prescribed. Xun Zi, however, advocated that all things adapting to the minds of people are propriety, therefore he expanded the sphere of propriety. Second, Xun Zi considered righteous government as the most ideal form of politics, but his ideas of righteous government included military strength and law, which was different from Mencius’s concept of righteous government. Thirdly, Xun Zi acknowledged the legitimacy and value of military government and placed military government next to the righteous government. But unlike Mencius, Xun Zi insisted that military government also needs humanity and righteousness. In earlier studies (Uchiyama, 1999), it was thought that Xun Zi added elements such as sincerity or love for the people into the traditional military government. In contrast, this study reveals it was not Xun Zi but Mencius who changed the concept of the traditional military government. Xun Zi approved Guan Zhong’s ideas of military government, which were generally considered as concepts at that time, and Xun Zi preached the military government to sovereigns exactly as it was.
